I protagonisti di questa allegra commedia dal sapore tutto napoletano, sono Achille e Cafè, cantanti di scarso talento di un repertorio detto “Tamarro Italiano” e...un terzo, Pennabic, loro manager. Leader del gruppo è Achille, l’unico ad avere un lavoro vero: fa' l’autista all’ANM. É sposato e padre di tre figli. Abitano in un quartiere popolare, nella zona Ovest della città, fondale e co-protagonista della storia. Ma la vera "ouverture" di tutta l’opera lirica, è la dipartita di Tarallo Ezio, padre di Achille. Pochi giorni dopo, compare, silenziosa e leggera, Kira, giovane e bionda badante bielorussa. E a questo punto vi potete immaginare già, quasi tutto lo spettacolo....

La storia è ambientata nel regno di Dowa, un grande paese nel tempo in cui il sovrano sta per compiere il 99esimo anno d'età. Il regno è diviso a sua volta in 13 distretti i cui apparati sono tenuti sotto osservazione dall'organizzazione ACCA che pone dieci osservatori in ciascun distretto. Protagonista è il vice comandante Jean Otis che è spesso in viaggio tra i distretti e la capitale per controllarne la situazione e il personale.
